Would you pass judgement on this pale pipit for us, Graham saw this bird early August at Ogden. Tree, Water, or Meadow? first thoughts - Water pipit.

i think the august date rules out water pipit based on the photo pipit sp seems the best bet
Unfortunately I've not been able to enlarge the photo so wouldn't like to say. Meadow or Tree?
Thanks for the link to enlarge but I still can't get enough detail to get any nearer with this bird. It does look quite dark on the back with stronger facial markings but this could be the bright light on it (?)The markings on the flanks look bold whereas TP usually go finer on the flanks than MP.
