Yes. This puzzled me. I could only think that it's a juvenile that's moulted its black flank spots. But I'd be glad for other opinions. My camera zoom isn't strong enough to give much plumage detail.
Had them like that at Fly Flatts in the past Pete/Dave. Juvenile first non breeding having lost most of its under belly spotting. They can look like a Sanderling from a distance.
