I believe you can buy nest boxes designed for House Sparrows in the form of a colony type arrangement, might be worth thinking about, they need all the help they can get!
I made a cracking terraced nest box for house sparrows, and put it up at Colden School where there is already an established colony. They have nested in the gap between the nest box and the gutter ever since!!! ;-)
